Domestic Flight Baggage Rules in Japan (ANA, JAL, and LCCs)

Which airline’s rule applies to my bag?#

As of August 2026, there is no single “Japan domestic baggage allowance.” Start with the operating airline printed in your booking. ANA, JAL, and a low-cost carrier can sell seats on similar routes while applying very different checked-bag rules.

Do not rely on an old blog, an international-flight rule, or the airline name on a comparison site. Open the reservation and look for the operating carrier, fare, class, aircraft, and baggage line.

What are the exact checked-baggage limits?#

The comparison below covers the ordinary economy case as of August 2026. Status, premium cabins, special fares, small aircraft, and codeshares can change it.

ANA’s current rule is the biggest change from older summaries. It is no longer accurate to describe ANA and JAL together as “about 20 kg.” ANA’s English page states that Economy Class can include two pieces up to 23 kg each, while JAL still expresses its standard allowance as 20 kg total.

Peach sells checked baggage as an option. Its bag limit is 20 kg for the standard option, with overweight handling above 20 kg and a maximum of 32 kg per item. The total number and weight also have ceilings. Fees vary by route, fare, and purchase channel, so the official booking screen is more reliable than quoting one yen amount here.

How large can my cabin bags be?#

For cabin baggage, count both weight and pieces. A small personal item is still an item, and its weight normally counts toward the same total.

ANA clarified its personal-item rule in 2026: from July 1, the item must be within 40 × 30 × 20 cm and fit fully under the seat in front. The main bag must be something you can lift and stow yourself. Wheels, handles, and pockets count in the dimensions.

Peach permits two cabin items in total—one carry-on and one personal item—but they share a strict 7 kg limit. A laptop, camera, coat packed in a tote, and airport purchases can push the total over the allowance even when the suitcase alone is under 7 kg.

Some items are controlled by safety rules rather than your fare allowance.

Japan’s power-bank rule changed on April 24, 2026. Power banks of 160 Wh or less are limited to two per passenger, cannot go in checked baggage or the overhead compartment, and cannot be used to charge a device during the flight. Charging the power bank from the aircraft is also prohibited. Keep it at your seat and within sight.

How do I prevent an airport baggage charge?#

Use the airline’s rule as a packing constraint before leaving your hotel:

1. Read the baggage line in the actual reservation.
2. Confirm the operating airline and aircraft size.
3. Measure the bag including wheels, handles, and full pockets.
4. Weigh the main bag and personal item together for cabin limits.
5. Put power banks and spare batteries in the cabin bag.
6. If flying an LCC, add checked baggage through Manage Booking before check-in closes.
7. Leave spare weight for souvenirs on the return flight.

Do not solve an overweight cabin bag by moving a power bank into checked luggage. Move ordinary clothes or toiletries instead. If a bag is close to a limit, use the airport scale before joining the check-in line.

What happens on an international-to-domestic connection?#

A through-ticket may apply the international itinerary’s baggage rule to a domestic sector, but a separate domestic ticket usually keeps its own allowance. Through-checking is also not automatic across every airline pair.

At the first counter, ask two separate questions: “What allowance applies to the domestic sector?” and “Do I collect this bag in Japan and check it again?” Even when a tag shows the final city, customs procedures may require you to collect the bag at the first international arrival airport.

Keep enough connection time to collect, clear customs, change terminals if needed, and meet the domestic carrier’s bag-drop deadline. If the second flight is a separately booked LCC, pre-buy its checked-bag option and plan to re-check the bag yourself.
